Commissioners maintain June 21 assembly

The Adams County Commissioners Board of Directors held a regular session at the Government Center on June 21, 2021, attended by the following members: Diane Ward, Barbara Moore, and Ty Pell. The meeting was convened by President Ward and opened with prayer and pledge of allegiance under the direction of Pastor John Cole. Veronica Grooms, Administrator of the Common Pleas Court, was present at the meeting.

It was postponed by Barbara Moore and seconded by Diane Ward to approve the minutes. Vote: All right.

It was postponed by Barbara Moore and seconded by Ty Pell to approve the bills for payment. Vote: All right.

It was postponed by Diane Ward and seconded by Barbara Moore to approve the money transfer. Vote: All right.

The following reports have been submitted for review by the Board of Directors: Weekly Dog and Kennel Report for the weeks ending June 11, 2021 and June 18, 2021.

Donnie Swayne, dog guardian, met with the board to discuss: Personnel. Sale of dog licenses. Human problems.

JFS Director Angela Richmond met with the board to discuss the following topics: annual contracts, health and wellness program incentives, staff.

It was moved by Barbara Moore and seconded by Diane Ward to approve a contract between the Adams County Board of Commissioners through the Adams County Child Support Enforcement Agency and David Wilson for the Administrator Hearing Officer as recommended by Angela Richmond. Vote: All right.

It was postponed by Ty Pell and seconded by Barbara Moore to approve a memorandum of understanding between the Adams County Department of Job and Family Services and David D. Wilson, Jr. regarding compensation for OCDA training sessions not to exceed $ 1,300 as recommended by Angela Richmond. Vote: All right.

It was postponed by Diane Ward and seconded by Ty Pell to approve Angela Richmond’s recommended Non-Emergency Transportation (NET) plan for the Adams County Department of Job and Family Services. Vote: All right.

Adam Dozier, Interim EMS Director, met with the board to discuss the following topics: Personnel, Pike County EMS Vehicles / Dot.gov, Station Run Statistics, Ohio History Connection / Serpent Mound Special Event Reporting, Emergency Power Plant for Station # 100 .

It was requested by Ty Pell and seconded by Barbara Moore to attend an executive meeting at 10:22 am with EMS interim director Adam Dozier to discuss staff (compensation) under ORC 121.22 (G) (1) . President Ward called the meeting again at 10:42 am. Vote: All aye.

It was moved by Ty Pell and seconded by Barbara Moore to raise the salary increase for full and part-time employees of the Adams County Emergency Medical Services to EMT Basic, $ 13 / hour, EMT Advanced, $ 14 / hour, and EMT Paramedic $ 15 / hour Approved June 21, 2021. Further discussions included that the raise is necessary to be competitive in the industry and to fully fill all positions. The county general will offset the increase due to the loss of tax revenue. ECD Director Holly Johnson met with the Board of Directors to discuss the following issues: West Union Planning Grant, Proposed Highland County’s Waterline Extension and Grant Opportunities, Adams County Training Center Grant – Appalachia Governor, Courthouse Exterior Upgrades / Permit Fees , Fair parking

It was moved by Diane Ward and seconded by Barbara Moore to approve an agreement with WAI Construction Group, LLC for the Courthouse Exterior Door Replacement Project for $ 28,150 to replace nine (9) exterior doors. Vote: All right.

Assistant Attorney Dana Whalen met with the Board of Directors to discuss the following legal issues: Adams County Airport Fiscal Officer, Special Event Insurance Guarantees, Separation from County General, June Holiday. The discussion included determining that the holiday should be honored later in 2021. Veronica Grooms, director of the Common Pleas Court, said Judge Spencer was awaiting appointment as commissioner before considering how the courts should proceed. The issue will be filed by June 28, 2021 when additional information is available on court records and meeting schedules for the proposed dates; Access road to Winchester Industrial Park, Adams Lake Project.

The board held a virtual meeting with Melinda Brown, Grady Enterprises and CEBCO Benefits Specialist Justin Grant to discuss the review of usage benchmarks and medical damage statistics for the first quarter of 2021. It also discusses upcoming changes to the online application, the coordinator of the diabetes prevention program and the smart shopper program.

A conference call was held with Airport Authority President Jose Gonsalez to discuss liability insurance requirements for special events at Adams County Salamon Airport. A fuel farm and a decision by the airport board to separate airport funding from the county general were also discussed.

It was requested by Barbara Moore and seconded by Ty Pell to attend the board meeting at 1:59 p.m. to discuss staffing (employment) under ORC 121.22 (G) (1). President Ward called the meeting again at 2:18 pm. Vote: All aye.

It was postponed by Barbara Moore and seconded by Ty Pell to approve the promotion of Cassie Creamer to full-time kennel engineering at a rate of $ 10 per hour, effective June 21, 2021. Vote: All aye.

It was postponed by Barbara Moore and seconded by Diane Ward to approve the 2020-2021 Fiscal Year Health and Wellness Incentive for County Employees at CEBCO Insurance. Each employee must complete a blood test and annual physical exam with their doctor and sign up for the Engage Wellbeing app to complete the program for a $ 200 incentive issued in November 2021. The program fiscal year is from August 15, 2020 to August. 12. 2021 and all requirements met during this period apply. Employees must provide a printout from the Engage Wellbeing website to verify compliance. Vote: All right.
