Driver in custody from crash on Tyrone Blvd that killed two

The St. Petersburg Police have released additional information about the crash with two fatalities on July 30, 2021.

All six occupants of the 2017 Nissan Rogue who lost control and moved off Tyrone Blvd. crashed killing two children in the process have been identified. Investigators confirm that 21-year-old Willy Lloyd drove the SUV, with 18-year-old Maliyah Waters in the passenger seat and 16-year-old Mar’Rion Heatley, 21-month-old Williyah Waller (born 11 11-2019), a toddler and 16 year old Paul Brinkley Jr., indoors.

On July 30, 2021, Lloyd was driving the SUV 76 mph at 45 mph north on Tyrone Blvd N. when he tried to get between two vehicles and ran into a gray sedan. He lost control of the Nissan Rogue and hit a tree before resting in the front yard of a house near Tyrone Blvd. and Norfolkstr.

Nobody in the vehicle was buckled up / properly buckled up. Heatley, Waller and the toddler were thrown out of the SUV. While Waters was being treated and discharged at the scene, the toddler, Waller and Heatley were rushed to the hospital.

The toddler was seriously injured, but Heatley and Waller were pronounced dead. Lloyd escaped from the scene of the accident and was found in a vehicle near St. Pete General Hospital. He escaped a second time when police officers tried to stop the vehicle he was in.

Using investigative techniques and with the help of the Pinellas County’s Tactical Investigation Department, the SPPD’s intelligence unit located Lloyd and took him into custody around 6:30 p.m. yesterday evening (August 18, 2021). SPPD accused him of:

  • Not a valid license causing serious personal injury
  • Not a valid license causing serious personal injury
  • Leaving the scene of an accident with serious bodily harm
  • Child Abuse – Agg Batt Great Bodyly Harm
  • Serious manslaughter of a child
  • Leaving the scene of a fatal accident
  • Vehicle killing
  • Vehicle killing

Lloyd also faces two charges of parole and possession of marijuana by PCSO.

On July 30th, Waters was arrested on charges of grave manslaughter of a child and child abuse – heavy battery – grievous assault.

Lloyd and Waters are the biological parents of Williyah Waller.
