Foster mother and father in police custody after Goal 11 investigation into little one intercourse abuse allegations – WPXI

PITTSBURGH – A Target 11 investigation into shocking allegations of child sexual abuse decades ago has led to charges against two former foster parents.

Allegheny County Police Department charged Carl Gilbert and his ex-wife Matilda Gilbert Omiecinski of sexually assaulting a young girl who lived in their McKeesport foster home in the early 1990s.

These allegations come after Carlina Freeman told Target 11 investigator Rick Earle that she moved to the Gilberts when she was nine. She says Gilbert raped her and made her pregnant when she was 14, but he was never charged with any crime.

Freeman also had a paternity test that showed Gilbert was the father and received an injunction that showed that he was the biological father.

She says she also told her case officer, but no charges were ever brought against Gilbert.

Earle reported Friday night that it is unclear how this case fell through the cracks, but sources say it was a failure of the judicial system and the CYF.

Earle opened an investigation and spoke to multiple law enforcement agencies, Allegheny County CYF, and the judicial system. CYF declined to comment, but no one remembered the case.

Based on Earle’s investigation, Allegheny County Police opened an official criminal investigation and they were just filing rape and sexual assault charges against Gilbert.

Gilbert’s ex-wife, Matilda, who lives near Cleveland, is also charged with sexual abuse. She is being returned to Allegheny Co. to face the child sexual abuse charge based on allegations decades ago.

Freeman has hired a law firm that is considering filing a civil lawsuit against Allegheny County Children, Youth and Familes.

The attorneys claim a case officer from the Children, Youth and Family Department knew Gilbert was the father and they say there were court documents to prove this, but no one took action.
